I'm sure this has been mentioned here countless times, but my searches didn't produce a definate.
Q: A Spikes stripped lower that is new in the wrapper and never been assembled or dedicated. It is a "MULTI CALIBER" marked lower, but has no "PISTOL" marking on it...
Can this legally be used by an individual to assemble a pistol length weapon without any special licensing or registrations provided he follows all other rules and regulations (no butt stock)?

Totally legal. It doesn't have to be labeled pistol.

The labeled pistol lowers are for the tin-foil hat crowd. ;)

If you want to go the extra mile here, you can write Spikes & ask for a certification that they didn't assemble the lower - Stag charged me $10 years ago for a certificate.
