I did read the FAQ but just want to be sure on this. Dont own anything AR yet, but will be placing orders soon. Looking to build both a rifle and a pistol. If i dont own anything yet it is legal to buy a upper under 16 inch correct? But with orders from different companys etc dont know which one would come first. Should i just wait until i can complete the pistol first before buying anything for the rifle?? Also if i buy a stripped lower must i have a upper to go with it already? (if it is marked multi)??

Your profile says you are in Michigan.

Michigan requires a Permit to Purchase a Handgun.
The Handgun will be "registered" with the State.

Nothing you posted is a Federal Law Issue.

My point was if you buy a lower from an FFL to build a PISTOL it must be registered in your state AS A PISTOL.

How can you do that without an upper to show caliber and barrel length ??

My advice is to build one gun at a time.

Make whichever you want first––- Make the pistol, take the upper (w/e length) from a different gun, and go register it... yes, a 16" barrel on a pistol is legal.

Then get the "real" upper for your pistol... and go about your business.... Technically, you should go back if you change the length or caliber and "re-register" it...

Or wait till next month to purchase the lower, and just send in the "registration" card.

Yes you can own uppers of lengths of less than 16" as long as you don't have any rifle lowers in your home.  If you intend to order rifle lowers at some point you MUST own at least one pistol lower before owning a rifle lower to stay legal.
