I am pricing out building a .223 pistol.  I am going to use a Spike's tactical lower but on the DPMS website it says the 7 inch barrel is only for law enforcement/military?  So how do you get one?

Sherluck has 7.5" stainless and Model 1 Sales has 7.5 and 10.25" CM. Both available as of 2 days ago.

Most manufacturers will sell you a a short barrel if you call them and tell them it's going on a pistol or Registered SBR (of course you have to send them a copy of your Form 4 if it's the latter.)  I'm not sure what DPMS' protocol is though or if this even true in their case.  As TARFU has already posted, there are plenty of manufacturers to choose from that (IMHO are better than DPMS when it comes to upper) are around the same price.  It's probably a little more but take a look at the RRA uppers.  I have a 7" A4 of theirs and love it.
