I think that I know the answer but I have to ask. If I have an
AR pistol lower that is .223 can I put a 9mm upper on it and
conversion for the 9mm mags on the lower. A friend ask me
and I said hell yes and then I started thinking about it and wasn't
sure.

Yes, you can change barrels in pistols to use different caliber ammo. Obviously, the mags might need changing as well (depending on the calibers).
