I've been trying to find an AR Pistol lower locally to no avail.

I did find a local gunshop that has a Bushmaster lower receiver with the LPK installed, no stock and the buffer detent, takedown pin spring and detent in an attatched bag.

Does this qualify as a virgin lower that the FFL can sell me as a "pistol" receiver??

The guy I talked to was just a counter guy, and seemed to think it was a rifle receiver only.

I've searched and read, but this situation is clear as mud to me.  As long as it has not been built into a rifle, shouldn't the gunshop be able to write in "pistol receiver" on the transfer paperwork?

Assuming that the receiver is brand new, and has never been assembled into a rifle, you are correct - the dealer can transfer it to you as a "pistol".

I was gonna get the Bushy lower and try to get cert from Bushy that it had never been built into a rifle, but I got through to Sun Devil on the phone.  Plus the price tag for a Bushy with the LPK installed was not in line with what I think a lower with an LPK should cost............
Sun Devil will be logged from them as a pistol, transferred to FFL as a pistol, and sold to me as a pistol-no question of its veracity and lineage.
