Looking for a complete top end in 5.56 for my colt7.62 AR.Palmetto has one without a BCG and charging handle.Would those 2 parts be the only parts I would need to complete my AR?

Are you saying you have a Colt AR-15 in 7.62x39mm ? If so, then yes you would need a BCG w/ CH to make it a complete upper in 5.56mm/.223 Rem...
although you could swap out the CH and Bolt Carrier from your x39mm with a 5.56mm Bolt, but its easier to have a dedicated BCG w/ CH w/ your
5.56mm upper and don't forget to get some good quality .223/5.56mm magazines w/ it...

Cant just swap out the 7.62 parts with 5.56.you will still have a 7.62bbl.What i am asking is if I purchase that 5.56 upper without a bcg and charging handle would all i need to complete that upper is to purchase a bcg and handle. I hope i'm being clear.

All you would need for the new upper is a 5.56 bolt, you can use the same carrier that is currently on your 7.62x39
