I am thinking about building a 6.5 Grendal. I am wondering can I purchase for example a bushmaster ar 15 upper or Vltor upper and then purchase a 6.5 barrel, bolt and carrier. I wiil be mounting this on a Bushmaster lower.

Purchase any quality upper that has M4 feedramps, aka extended feedramps
add a 6.5G barrel to your upper, and bolt to the carrier of your choosing

Yes, the upper reciever is the same for the 6.5G. Just add a barrel/bolt combo, flash hider/brake, gas block and tube, and a forearm and you upper is complete. You'll need different mags but your bushmaster lower will be fine.
