How perfectly should the rail on the receiver
line up with the rail on the forend?
I just got a new upper and there is a bit of a step
between the two, maybe a 32nd of an inch.
Is that gonna be an issue?

As long as you're not mounting optics on the rail then it doesn't matter in this case. If you're really worried about it remove the rail & reinstall it using a carry handle as a bridge to get better alignment.
