Does anyone know if you can use a commercial spring and buffer with a mil spec buffer tube?

springs and buffers should be identical.  EXTERIOR dimensions are what vary between the commercical and spec stocks

There is no such thing as a Commercial or Mil-spec buffer spring.  All buffer springs are of identical dimensions.  Some mfgs have springs with greater compression forces but they are not designated as Comm'l or M/S.  There are different weight carbine buffers available and basically one rifle buffer.  Again these are not designated as Comm'l or M/S.

As stated the commercial versus milspec does have different outside diameters but if you research it a little, there is also a change in the grade of the aluminum.  I think 6061 versus 7075.

The OP asked about springs and buffers, not the receiver extension tubes.  All buffers and springs are of "standard" dimensions.
