Is the purpose of the raised rail height to offer a lower 1/3 co-witness with optics?

No, the purpose of the raised height is to mount the hand guard.  The height does not offer lower 1/3, and will still require a mount to achieve it.

Just seems like there could be more of a purpose behind it. I love the rail system, but I just assumed there was a purpose to the "piggy back" setup.

There is, it holds the handguard on.  Without it, there would have to be another way of mounting it, and it probably wouldn't be free float.

it was developed to meet specific Navy requirements (namely it had to be installed using no tools and had to deliver same plane for optics)

if you go to the VLTOR website and read about the handguard, it will tell you everything..

As others have said, the primary purpose is to free float the barrel. It's a design principle similar to the KAC RAS II or A.R.M.S. SIR that allows free floating without removing the barrel and/or using a proprietary barrel nut and mounting system. That said, if you use an optic that typically provides absolute cowitness (e.g., Eotech 552) the raised rail of the CASV will give it a lower 1/3 cowitness; the same holds for an Aimpoint M2/M3 in something like a LaRue RASII mount or A.R.M.S. or QRP mounts without risers.

I had/have one and found it a pain to get a proper height mount for my Trijicon TR24.  I really was limited to one option but did get it to work.
