Which is the best mil-spec buffer tube assembly kit to buy for a tight fit with no rattling in the stock?

I've had the best luck with Vltor and CMT/Stag.  That being said I have BCM and PSA also and they both seem pretty good.

ETA: I forgot I did use a Spike's on my brothers AR as well as it worked too.  The Vltor and CMT/Stag had a better fit though.

Spikes has worked for me and the PSA ones have worked fine.

The only tube that I have that don't rattle with my M4, MOE and Vltor stocks are my two BCM, YMMV.

I have other tubes like Vltor, LMT, and Colt, all rattles with my standard M4 stocks.

There's no absolute. You will have to try various brands to determine which one suits your needs the best. I use LMT & BCM extensions with SOPMODs & STRs. The STR obviously fits the tightest due to its friction lock. My LMT & B5 SOPMODs virtually have no slop when compared to a standard M4 stock type.

I would think that the stock wobble would have more to do with the stock than the buffer tube.  If the buffer tube is truely "mil-spec" then the dims should be the same no matter what brand it is.  

I've had good luck with the inexpensive DSA buffer tube.  MOE stock fits tight.  Vltor Modstock is a little loose.  I added a piece of electrical tape down the spine of the tube, and the Modstock now fits tight.

Colt, PSA, Spike, and Vltor has all worked for me for mil-spec tubes.

I have two Vltor 7075 mil-spec 5 position receiver extensions (buffer tubes) and both have solid fit. I've been wanting to pick up a Spike's 6 position tube for another build but I can't seem to find them in stock.

i have a milspec magpul on my 9mm AR and a commercial magpul on my 5.56 AR and neither of them make a sound.

I've been using the cheap DSA ones from Brownell's and work pretty good. You'll get a little rattle every now and then depending on the stock itself.
