I'm planning out an SPR-ish build and at this point I've narrowed the handgaurd down to these two options. I don't have experience with either. I only need a rail on the front at 6:00 for a bipod mount (Atlas uses rail mounts, not studs). I want a very durable, rock solid handquard for a bipod and one that I won't have to worry about it rotating. At this point, I'm not interested in the Troy TRX types.

I've read comments about the PRI using that long bridging top rail to make it "rigid". Is the PRI not rigid without that rail? Also, why is that top rail so popular? It raises the receiver rail height. Why?

Any advice welcomed. thanks.

The gen 3 PRI tube I have is super rigid.  I only have the side and bottom small rails attached.  I think the reason long top rail (swan sleeve) is so popular is because it's used on the mk12 mod 0, it also lets you mount a scope anywere you want.

I am going with an APEX handguard on my current build. Like you, I did not want rails all the way around and I like the surface texture on the bottom of the Apex.
