Im not sure if this is the right place to ask this question?   Ive been looking at Armalite lowers, I just moved to AZ but my family lives in NY. What Id like to do is buy a real M15 lower and build a complete Armalite build for my younger brother who just got done serving in the USMC. I know I can buy Armalite lowers in AZ but can people in NYS even own Armalite lowers? Im sure if it was a pre ban it would be OK but Im not so sure about post ban lowers? I know there's a list of different makes and models of AR lowers that cant be bought in CA. I cant seem to find that list for NY. Anyone know where I can find the list of banned AR brands for NYS?

The reason you can't find that list is because there isn't one.  CA is the only state with such a thing.  NY is still operating under an AWB that is very similar to the Federal AWB that expired in '04.

OK let me` ask you this, If I buy the Armalite lower build it and just UPS it to my brother in NY without going threw a FFL dealer. Lets say worst case scenario there not legal in NY and my brother gets stopped with the gun in his truck and the cops decided to run the numbers. What could happen over it?

You'd be breaking a Federal law.

OK I looked up what you can and cant have in NYS. There's no mention of Armalite however Colt is on the list, Aren't Colt and Armalite one and the same isn't one made by the other?

Any of the weapons, or functioning frames or receivers of such weapons, or copies or duplicates of such weapons, in any caliber, known as:

   * Norinco, Mitchell, and Poly Technologies Avtomat Kalashnikovs (All Models)
   * Action Arms Israeli Military Industries UZI and Galil
   * Beretta Ar70 (SC-70)
   * Colt AR-15
   * Fabrique National FN/FAL, FN/LAR, and FNC
   * SWD M-10, M-11, M-11/9, and M-12
   * Steyr AUG
   * INTRATEC TEC-9, TEC-DC9 and TEC-22
   * revolving cylinder shotguns, such as (or similar to) the Street Sweeper and Striker

Colt and Armalite aren't even close to the same company.

I'm no lawyer, but I'd bet that line would mean no, you can't ship an Armalite just because it doesn't say Colt on the side.

No that line "Colt AR 15" means just that Colt AR 15's. Colt's were the only brand of AR that we had to buy in pre ban format. I wasn't sure about Armalite I never seen one on a shelf in NYS. However after reading that list I see the ban is only on Colt post ban lowers. I bough a few different brands of AR's in 2010 alone. I think its safe to say owning a Armalite in NY will not be a problem. That is odd, why would one brand of AR be on that list? Whats so different about a Colt?

I see street sweepers and similar weapons are also on that list. Im no expert but isn't the JUDGE 410 hand gun considered to be similar to a street sweeper type weapon? That list must be wrong theres a JUDGE in every gun store in NYS.

You are completely wrong. All post ban lowers are prohibited from having collapsible stocks, flash suppressors and bayonet lugs. If you want to build an ar15 on a post ban armalite (or colt or anything else) lower it cannot have a threaded barrel or flash suppressor, bayonet lug or collapsible stock.

damn you mean the law makers in NY know how to write shitty laws so you cant get around them?  You guys are screwed.   Buy an off list stripped lower and an Armalite parts kit and complete upper transfer the lower through your FFL then you are GDG.
