i got a four sided picatiny rail gas block and it sets about a quarter inch lower than my a3 upper rail. will this affect my iron sights or is this normal? this is my first build so im not sure.

Yes, if you intend to mount a sight on the gas block, you will need to find one marked for gas block mounting.

This is not a problem though, plenty of people make them.
