I bought a Troy MRF-C 7" rail at a local shop. They were nice enough to install it on my Stag carbine. The only problem I have is the rail is not perfectly parallel to the flat top on the upper, it actually gets higher at the front. Are these easily adjustable? whats the fix?

Check to see how the hand guard seats against the barrel nut. It may not be fully seated on the barrel nut. I had a similar problem before. Check it again and look where the barrel nut fits in the recess of the hand guard.

Thanks, I tried your advice, loosened up all the screws, and re tightened them up again, several times. Still ain't level with the rail, it really ain't that bad if I don't look at it to close

Look at the slot in the handguard where the barrel nut teeth sit. Are the teeth digging into the slot? If so, the handguard may be pivoting on the teeth as you tighten the clamp. Call Troy for a replacement.

It sounds like something isn't lining up with the barrel nut correctly. If you undo the screws and can't get it lined up call Troy.
