I was looking at two buffer springs I have here for collapsible stocks and have a question.

One is made by Colt and the other by RRA.  Is it normal for them to be two different length (the RRA is 1/2" longer)?

I have fixed stock buffer springs as well that are longer than both that I compared to as well.

there are buffer springs for carbines, and then there are springs for A2/rifle stocks. you might be looking at a spring for the longer buffer tube.

Different manufacturers springs can run different lengths. Both of mine are slightly different lengths and cause no problems.
