OK, I have a $100 bet with my armorer here in Afghanistan about this, so help me out. We got into an argument about AR rifles and he stated that there isn't any left hand ejecting M4s available for GOVERNMENT use. I showed him DPMS makes the 'SouthPaw' series, but he wants ones that he can order. Does anyone know where I can find an NSN for a left hand ejecting upper or upper assembly? Doesn't have to include a left-hand bolt, but that NSN would be useful.

FWIW,
Stag Arms also makes left-hand uppers.  I don't know of NSN on them or DPMS.

Your armorer is right.  There are no left hand uppers for military use - they requier a different bolt to operate and it's not in the parts/supply system.

For the commercial world DPMS and Stag makes lefty upper (with Stags being far better).

Stag LH bolts and carriers are mirror images of the standard right-handed version.  They also use a AR-15 style semi carrier, not the M16/M4 FA carrier.
