Are these a "must have"?If so,is it wise to keep the top one off for the heat to escape?I have an M-4 style gun if that matters.

If/When you don't have something mounted to the top rail, you might want to keep it covered so it doesn't get damaged..

There are a lot of hand guards with vents and most of those are off to the side. I don't see how the little bit of protective material between and around the rails is going to hold in enough heat to cause an issue. I think plenty of air can get through the vents in most any hand guard (of the common type with four rails).

I would say it's a good idea to have a cover on there if you think you are going to need to use that rail down the road.
Depending what you want the hand guard for in the first place, that rail might be the most important one of them all.

Are you talking about rail covers?  They are optional.
There was a thread about that a week or so ago and I believe the consensus was that one can be put on the top.

You can get the low profile ladder types to keep it from looking bulky.

Not covering the top rail is a great way to increase mirage and get a dinged rail.  Not having it covered will not aid in cooling to any significant degree.
