if the bolt carrier is locked to the rear, you will need to return the charging handle manually.

if the bolt carrier does not lock to the rear, the charging handle will return on its own.

As above, it will go forward if the rifle has no Mag/loaded Mag & will lock back on an empty Mag.

Funny, he asked this question on an earlier posting several days ago. I gave him a mildly kidding answer ("You use that tool called your hand") and in response this person sent me an obscenity filled e mail; expressing all  sorts of rage.

What makes me a bit concerned is that the e mail came off of the internal system at the Univ of California/Fresno; which I guess is restricted to students/faculty???

Or maybe it's that I do mental health counseling at a maximum security State of Georgia prison, and I spend my work week around violent felons. I suppose I could be oversensitive, but it really was an overreaction.

Without knowing how the weapon was assembled, there is always the possibility there is an issue.  Can you post a picture of the weapon?  That might give us an idea if there is something obviously out of place that we can identify.
