I am trying to spec out my next AR15 build.  I have the lower figured out, but I'm having trouble with the upper.  Can you guys/gals tell me which manufacturers make an upper that meets these specs...

14.5" barrel with permanent flash hider to make it 16" legal.
1:9 twist rate
chrome-lined barrel
M4 feed ramp
M4 barrel cuts
A3 flat top receiver

I have found several that were close, but none seem to be exactly what I am looking for.  Thanks in advance for all the help.

I'll have to check out Sabre Defence.  I did find Bushmaster after making the posting.  However, you are wrong about CMMG.  They are close, but they only offer it in 1:7 twist.

Actually, I just checked Sabre Defense's website.  They offer it in 1:7, 1:7.5 and 1:10.  No 1:9.

I know Bushmaster makes good stuff, but I was hoping to find one a little less expensive.  They want $725 for that upper.  Then again, that is a complete upper including A3 carry handle, but I was still hoping to find something for less.

Any other suggestions?  The reason I do not want to change the twist rate is that my current AR is 1:9 and I'd like to not have to worry about a particular bullet weight doing well in one and not the other.

I think the thing that's killing your choices are the M4 ramps and barrel extension cuts. A lot of folks here feel that they are unnecessary, similar to KNS anti-rotation pins, and that it is merely a gimmick to sell "special" rifles.

If you cut the M4 requirement out of your upper, you will open up your shopping choices greatly.

You're right on CMMG and Sabre, sorry.
I cant think of any factory 14.5'' M4 barrel with 1/9 other than Bushy...

ArmaLite, Sabre and RRA have what you want but with a 16'' barrel...

You should consider sending the barrel to ADCO to have it cut to 14.5''
