This will probably be a stupid question, but I wanted to clear it up before I made my purchase. I'm going to be building my first AR and decided to go with a LMT 14.5" Upper. I've tried searching, but couldn't find what I was looking for. My question is, does the LMT 14.5" Upper come with a fixed flash suppressor that will take it to the legal 16" length or will I run into some issues

No you would have to get a longer flash hider to bring it out to 16" and permanently attach it

+1, the LMT comes with a standard birdcage which is neither long enough or permanently fixed to the barrel. You will have to get a longer muzzle device permanently attached.
