What is this?  Does it only come with KAC handguards?  What is it used for besides mounting optics right there?

I cant see it due to the Army's internet restrictions. Could someone repost it in imageshack or something like that?

It's the little rail piece that connects KAC handguards to the receiver.  WTF?

You are looking at a standard KAC RAS II mounted on an upper. The "hump" you are pointing to is there to mount an Aimpoint on using an ARMS #22M68 mount (no spacer required).

Can you buy the "hump" seperate from the entire handguard?

BTW, Duffy, I am going to copy you, except for the grip, I will add a MIAD.  Your weapons kick ass.

Looks like its some sort of "bridge" that closes the gap between the upper flatop and the 4rail flat top.

Nope the "hump" is apart of the mounting; as the RAS II is designed so it can be mounted without any removal of the FSB or perm mounted FS.

ps - my LMT is set-up w/ the RAS II and Aimpoint mounted #22M68 - great set-up IMO very tight and rugged...

"Hey Bill what the hell is that thing?"

"I don't know Earl, but it looks to be mil spec."

"How much do you think it costs?"

"$87, maybe."

"I think I'm gonna get it."

"I would, I saw one on arfcom once."

One piece; integral to the uper rail.  Not available separately.

Yup, allows for a 'no gunsmithing" free float. that attaches to the receiver and a little clamp hooks onto the barrel nut on the bottom.
