What is this? Does it only come with KAC handguards? What is it used for besides mounting optics right there?

You are looking at a standard KAC RAS II mounted on an upper. The "hump" you are pointing to is there to mount an Aimpoint on using an ARMS #22M68 mount (no spacer required).

Looks like its some sort of "bridge" that closes the gap between the upper flatop and the 4rail flat top.

Nope the "hump" is apart of the mounting; as the RAS II is designed so it can be mounted without any removal of the FSB or perm mounted FS.

ps - my LMT is set-up w/ the RAS II and Aimpoint mounted #22M68 - great set-up IMO very tight and rugged...

Yup, allows for a 'no gunsmithing" free float. that attaches to the receiver and a little clamp hooks onto the barrel nut on the bottom.
