I have a bushmaster, I'd like to compete, can I just take the old upper off, and put a nm/dcm upper on?

That is what makes the AR platform so versatile. Slap any upper you desire on your lower and your selection of optics and go shoot.

You can. If you have a HBAR, free float tube under the handguards and cuff weights it might be a little muzzle heavy though. You might have to add a lead balance wedge in the stock in order to balance the rifle. It depends on how the upper is configured.
