I am new to the gun forums so pardon me if my questions appear completely obtuse.  I am contemplating the purchase of my first 5.56 and need to make some decisions prior to it.  However, I need some input to help me make the decision as to parts.  The questions are:

1) what are the benefits of a stainless steel barrel versus chrome moly barrel?  accuracy?  last longer? etc.
2) flip up removable or fixed removable sites?
3) are picatinny gas blocks required with removable sites?
4) where do I find out if the configuration I am wanting to get is legal in my state? (ie my state is KS)

The last thing that I can't make up my mind on is whether I should go with a red dot or a scope. =\

Even though it might not seem like it, you're asking alot.  First thing is to decide what your mission is for your rifle.  Match shooting, home defense, just plinking around???  There are almost as many answers as there are people.  

I'll let someone else answer about the different type of steel in barrels, because I'm not that knowledgeable in that area.  
I know nothing about kansas and  the picatinny gas blocks aren't necessarily required, it's just one way that you can mount a flip up sight, besides mounting it on the handgaurd rail, if you have one.  You must've been looking at the armalite rifles, eh?

I suggest keep looking at pictures of different configurations.  It'll start to make sense after awhile.
