Is it safe to use the same bolt group in different uppers?

It is recommended to keep bolts matched with barrels, although bolt carriers can be swapped freely.

Why should the bolt be matched with the barrel?

Over time, the bolt's lugs wear and mate with the barrel extension's lugs. Swapping bolts can result in headspace issues. If you want to swap a bolt between barrels, at least check the headspace before firing.

This is why I have 2 bolts for my MRP, and swap them out every 500 rounds or so. This allows both of the bolts to mate to my barrel.

I would think if you have less than 2,000 rounds on your rifle, and you have lubed the lugs properly/ often, you could still start breaking in a new bolt for that barrel. It's hard to say for sure because of variances in metal quality, cleaning habits etc.

If I buy a new upper and a new bolt group seperate from one another, are they safe to use with each other or should I still check headspace. How is headspace adjusted?

AR Headspace is not adjusted per se... Basically parts are swapped until proper headspacing is acheived if necessary....
