Is there such a thing as a restricted lower? Can a lower be restricted to "Rifle" build only? I just bought a L.A.R. Grizzly lower receiver, it was a stripped receiver and the owner of the shop new I was going to build a AR Pistol with it. I did the required paperwork, but the receiver has the word Rifle on it. I've done alot of research on this issue. I didn't give it much thought since the receiver had never been assembled as a Rifle. The gun store owner also said that this doesn't mean anything. L.A.R. doesn't assemble AR15s. Why would it have this on it. I emailed the people at LAR to find out what it means. Did I just screw up? or Is this a non factor?

1.  Your local laws apply.  You must buy the lower just like it is a handgun according to local law.

2.  You may not build your lower into a rifle then change it into a handgun per BATFe.  It must be a handgun first.

Check in the legal section too.

Some others should jump in with more detail.

Non-factor. The markings on a receiver mean nothing except in isolated cases which don't apply here. If it's a stripped receiver that's never been built into a rifle then you should be fine.
