I get a decent tax return this year so its time for a tack driver.  Need suggestions as I do not keep up on the AR that much.

Mainly looking for a 20" barrel with a removable carry handle.  

Other than that I could really use some help.  I am not even opposed to build one myself.

Got a price range?  What distance are you shooting?
Is this a Target-only rifle, target that looks 'tactical', or 'tactical but somewhat more accurate' rifle you intend to build?

Surf the "Build it Yourself" forum,... you'll be inundated with info.

If you need to reach out over 200yds, most folks recommend 20" over 16", and for strict target/distance  work (no "tactical room clearing"),  get yourself a 24".

Kits, IMO, are the only way to go for the price.

Depending on your required "tack driver" specification, you can go a few ways.  A custom (Krieger, etc.) barrel will kick the price up over a regular HBAR, but you're almost certain to close those groups up.  (Note, some normal barrels naturally do shoot <1" all the time, even lightweights, but it's NOT common...)

Maybe start with a free-floated 20" HBAR kit, and get a flip up/down front sight (since you'll be scoping this "tack driver," right?)  If you never plan to use irons, save the $85, and have a flat gas block put on.  

For target only use, skip the chrome lining, and get a 1x7 twist or 1x8, since you're going to spend money on heavier bullets, right?  If not, just go 1x9, and you should be good up to bullets of ?69? grains or so.

Best of all worlds so you can customize later?  I'd say get a 20" HBAR with an aluminum FF tube, no chrome lining, 1x9", regular front sight, A3 upper, A2 stock, and some medium/high scope rings for your scope.  (The front sight should only be a black blur in the lower 1/3 of your view, if at all.)  You should get that kit for about $500 from any one of the online vendors.

Price that I am looking is around the $1000 plus or minus a couple 100.  The distance I would like to shoot is 300 to 500 yards.  And yes it will be used strictly for target / distant work.

What online vendors sell the kits?  Who is good to deal with?

Really could use a little more help on this.. You guys are not giving an AR rookie any suggestions.  I own a simple stock Bushy.  Anything more than that it is over my head.  A2? A3? A4. CAR HBAR ect.
All terms I am trying learn.

How about using that money to buy ammo, mags, and hotel accomodations for a training class at Gunsite, Tactical Response, or something similar?

That's a good way to find out what people like/dislike, what works and doesn't, and what others have used or learned in the course of their AR-ownership.

My .02, take this for what it is worth because I am far from an expert.

20" (or more since you won't be lugging it around) varmint style rifle/upper.  Heavy barrel (read "bull" barrel, not HBAR), no front sight, free float tube (no need for a railed forend), A3 or A4 flat top upper.

I think Rock River, Bushmaster, or any of the vendors on the board can set you up with something like this.  Figure $100+ for mount/rings at minimum, and another $300 - however much you want to spend for glass, assuming you don't already have some.  

It is easy to burn through a grand on this sort of project.

Get yourself a 6.5 Grendel and you'll be able to shoot out to 1000 yards if you ever choose too....You can also get into a upper in the 20" range with FF composite tube. The barrels are made by LW.....
