What are the differences between an M4 countour and a so called heavy barrel?  Is it just the m203 cutout or is the diameter different.  Are handguards and front sights interchangeable?

This is easily researched if you do a little work on your own.

The true M4 profile as sold by Colt, Bushmaster and others is lightweight under the handguards, similar to the govt profile A2 barrel.  Many of the RRA 'M4' barrels are heavy under the handguards but have the cut out front so they look kewl.  Form over function IMO.

The military M4HB (new M4A1) barrels are heavy under the handguards but also have some flats milled under the handguards so they can still work with the M203 grenade launcher.
