The rear sight on my AR15 when zeroed is positioned to the left of center of the rear sight base.  What can I do to get the rear sight to be in the center of the rear sight base when zeroed?

You have a *slight* misalignment between the barrel assembly and upper receiver.  This is a common assembly error, but it's easy to fix if you have the tools to rebarrel an upper.  Basically, you loosen the barrel nut, slightly rotate the barrel, and retighten it.  The key is to make sure the barrel assembly isn't turning with the nut as you tighten it, which was the problem in the first place.
