I found some top of the line barrels for the ar-15 they cost like 425.00 they not only give me a huge list of twist rates to choose from but give me an option of groove rate. I am unfamilar with the effects of a groove rate so can anyone tell me what groove rate would be the best?

The twist rate is the critical factor for determining which bullet weights you intend to shoot.

Don't worry about how many grooves, in the big scheme of things it does not matter.

Personally, I have a 3, 4 and have had a 6 groove barrel. All of them shot just as accurately as the others.

It is the number of grooves not groove rate.  A rate is "something" per "something else"
