is there enough "Meat" on the crown of the muzzle to thread it to specs? on the Bushmaster 20" Bbl the last inch or so is of a slightly thinner diameter, leading me to believe that this would be the length needed to turn the barrel to have it threaded according to specs. Is this correct?

All I know is that the threads on an AR-15 rifle are 1/2 X 28. There's definitely enough meat to turn down to 1/2".

That reduced diameter is there because they are duplicating the military profile but leaving off the threaded portion.  When they designed the heavier A2 barrels they had to make that small reduced area so that certain devices could still be attached to the muzzle.  I can't remember which, but things like silencers, rifle grenades and blank firing adapters that fit over the barrel are all candidates.

The actual threaded portion is much smaller.  Take a look at http://www.bushmaster.com/shopping/barrel-assemblies/abbl-20a2.asp and you'll see the small threaded area at the muzzle and if you look very closely you can see that the inch or so immediately behind that is slightly narrower.
