I am looking to buy a pre-ban parts kit that I can store until the ban (hopefully) expires.

I want to buy a configuration closest to a military M-4.

What would be most accurate? a flat-top upper, with or without a removable carry handle, fixed handle? Anything else I need to look for?

I appreciate any help you can provide!

Closest configuration?  Colt M4 upper with 1 in 7 twist rate,  14.5 inch barrel length, with a permenantly attached Flash suppressor.  You want a Flattop and a RAS.  Aimpoint M2.

If you want what is the most advanced system for rail and rear iron sights, go with the #50 SIR. Colt is also putting SIR's on for thier customers.
