Is it forged or casted? I am looking for flattop uppers, only Armalite and DPMS are available locally.

The ones that look like standard flattops (with forward assist and brass deflector) are forged. The "Lo-Pro", "Hi-Rise", and the "Tri-Rail" receivers are extrusions.
