what would be cheaper to purchase a complete rifle like a xM 15 ES or buy a upper and a lower from bushmaster and build a rifle my self...

Probably buying the upper and lower separately would be the cheapest way to get a Bushy rifle, BUT, that means no sling, mag, case, maual, sight in target, and warrantee on a full rifle.

A complete firearm is going to include the Federal Excise Tax. You are better to buy a stripped lower and a parts kit. Cruizer
