I recently purchased a used barrel off the exchange and it has some damage where the gas block was removed.  Is this significant damage, is it usable and is it going to cause any problems over the lifetime of the barrel?

That looks like the barrel was dimpled and drilled for a cross pin. It helps keep the gas block set in place. If that person also gave you the gas block that went with it, you're in business and it should fit on perfectly. if not, it will be difficult to make use of the cross pin (drilling and reaming your gas block to fit perfectly is nearly impossible, both are usually done at the same time to ensure a perfect fit), you should be able to use the dimple with your gas block and set screw.

Get a clamp on gas block. Should be fine if it isn't a precision rifle.
