Are there any our there that would bring a 12.5 barrel out to 16" with purpose and not just for looks?

How about the fake Xm177 flash hiders.  They are about 5 inches long or more.

3.5" will be to short. A 5.5" muzzle device is used for 11.5" barrels and would be 1" longer then you need. You would need a 4.5". I am not aware of any that size.

12.5" + 3.5" is 16".

What about the threaded portion?
what if it ends up being 15.9" ?

Negative Ghost Rider. Not when it comes to OAL barrel length. You have to subtract about 5/8" to account for the threaded area. With a 12.5" barrel, you actually need on that is just about 4.5". Something like this is needed.

As it says on the link, they used a 12.37" barrel with a pinned and welded Griffin Armament XM Linear comp to bring the barrel OAL to 16.19".

It's all irrelevant now. I'm just gonna use the noveske lightweight stainless 14.5 and a 14 inch cmr.
