I have an AR Stoner Gen2 and a Burris PEPR QD, both are one piece scope mounts.  When I put either on top of my AR there is a slight back and forward
movement before they are tightened down.  Should I push the mount forward or rearward against the rail before I tighten them down?  Does it
matter at all or is there a preferred method ?  Since the gun is moving rearward, I thought that pushing mount forward against rail might be
correct but maybe I'm wrong.

Your right on "loading" or pushing the mount forward in a picatinny rail system.  This allows for any potential recoil impulse that could move the mount.  That tiny bit of play is common in most scope/optic mounts for pic rails.
