Well, to be exact its the tab on on the buffer tube I'm havin issues with. The guide here on arfcom puts the tab between the lower and castle nut, however PSA shipped it with the tab then the castle nut. I can't get the tab off the threaded portion to put the castle nut behind it. Suggestions?

Wait, they put the end plate BEFORE the castle nut? Like the "tab" is closer to the stock than the lower? How do you even fuck up that bad??

Make sure the retention spring for the rear take down pin is still in there (if that thing falls out unnoticed, you're literally never going to find it).

Other than that, just pull harder and use a proper castle nut wrench. Check if it's staked (you see the metal is actually smashed down near where the castle nut has the little cut outs). If it is, it'll be a huge bitch to get off but literally all you gotta Edo is yank real hard, it's just on there good. Put a towel or rag or something between wrench and castle nut if you don't want to gouge the finish. Good luck to ya.

ETA: wait, did you get the castle nut off and the end plate won't come off the buffer tube? Or is the castle nut still on there and that's the problem?

They ship it that way because there is nothing to hold the receiver end plate on to the tube, it'll just fall off otherwise.

Pretty sure it's a lower build kit or similar he ordered. Not a complete rifle.

Just make sure the tab on the endplate is lined up with the groove in the buffer tube and slide it off. If you have to, just give a little tap with a small hammer or the handle of a screwdriver. Use your imagination. Once you have it off, spin the castle nut back on the buffer tube and slip the endplate back on making sure you has the raised portion facing toward the receiver.

Line it up properly and pull it straight off.  If it went on, it will come back off.

To answer all questions, yes its a part of a PSA rifle KIT. And yes they put the end plate closer to the stock and the castle nut towards the lower. And its in the groove. Its like its hitting on the threads around the tube. And I really don't wanna fuck up the threads.

Every kit I have purchased has been set up that way, if the parts were not separate.  It is not something just PSA does.  If you are getting caught on the threads, you simply are not lined up correctly.  They can be a pain, but it will come off.
