Colt... after a fashion.
In Vietnam some troops would cut down A1 pistol grips and attach them to their handguards to use as a vertical grip: 
The "VFG" long since pre-dates the M4 or the rail system, so it's hard to "make the call" what was the first VFG used on the M4 proper. Early factory VFGs intended for rail mounting are KAC, Wilcox, and ARMS. I think the KAC "control grip" with the flashlight ring and controls was later than the standard VFG, but I'm not 100% certain. This photo from 1996 shows a "broomstick" style VFG (KAC?) being used mounted to small rail sections on a rifle length FF (wait, I thought modular FF rails were new...  ) on a Colt RO727 carbine:
