Where do you measure from to determine legal length  with or without flash/brake thanks Tom

I believe the legal length of the barrel is determined by measuring from the closed bolt face to the muzzle crown or the end of a permanently affixed muzzle brake/flash hider/etc...one way to do this would be to send the bolt forward and drop a dowel down the barrel, marking the dowel at the crown and measuring.

If I am wrong, I am sure someone will be along shortly to correct me.

That's the way I understand it.

Basically unless you're doing a SBR then it should be 16" for a rifle.  As the first responder stated if you're under 16" you need a PERMANENTLY attached muzzle device to get to the legal 16".  Better safe than sorry.
