This may be a dumb question but does a stripped lower need an ffl backround check when buying? I just see on some websites that don't even sell entire guns have stripped lowers listed for sale. Help me answer my debate question with my friend.

stripped lowers need a 4473 filled out. background checks are required, unless your state does not require background checks for concealed handgun permit/license holders

Yes you do. It has to be shipping to a FFL dealer if your getting one shipped. Normally places charge a fee to receive FFL transfers. And you will have to feel out a 4473 when you pick it up.
