i have a pistol ar15 7.5" barrel. When shooting the gun empty sometimes the bolt doesn't stay open. Does it mean its over gas? or no? any other ideas? how can i fix this? it's not the mags use them in my other ar's and each lock back after shooing dry.

Change your mag. Use a standard buffer. Lube the bolt and carrier. Check that the gas key is tight.

Does the bolt lock back with an empty mag inserted and you manually retract the BCG?

If not, it may be an incorrect buffer spring.

Yes it locks back with an empty mag or if I do it manually with no mag.

I would bet it is a magazine issue.

What buffer weight are you running?
What mags have you tried?
What kind of ammo? Tula M193 M855 etc?
What muzzle device are you running on the short barrel? Suppressor?

Standard carbine buffer.
P mags/ GI steel mags. All 30 rnd mags
Wolf and Tula ammo
Yankee hill phantom

You need to be running an H2 or in some cases an H3 buffer for a 7.5 inch barrel.  
Your buffer is the problem.  It's causing the bolt to cycle too fast.

This.  My vote would be a H3 or T3 buffer.
