Ive got an MGI adjustable gas tube.  The problem is the adjustment screw is mounted cockeyed 15 degrees . Because its cockeyed I cant reach the adjustment screw with hand guard in place.

I wonder if I can heat up  the tube enough to twist the adjustment back in allignment?

You CAN do anything with the right tools and enough patience, does that make it right, no.  I would recommend to get rid of the adjustable gas tube and pick up an adjustable gas block, there are plenty out there.

I've never seen an adjustable gas tube before, but couldn't you just knock out the roll pin and realign the gas tube?
