Preban lowers were lowers that were manufactured and built into complete rifles prior to the implementation of the 1994 Assault Weapons Ban. This grandfathered them for an exception to the provisions of the federal restrictions which limited new civilian rifles to two "evil" features. Although the federal ban has expired, several states (notably NY, CA, MA, CT, and I believe MD and NJ) have legislation that mirrored the federal bill that is still in force. For those states, a preban lower generally provides an exception to state AWB exceptions. Generally, because some jurisdictions, like NYC, have even more restrictive AWB provisions that basically outlaw all sporting rifles (no protruding detachable magazines, 5 round magazine limits, 1 evil feature limitation, named rifles prohibited even if they do not violate other restrictions).
As a result, preban lowers are valued at a premium because of demand from rifle owners who live in AWB/commie states. They add absolutely no value for people who actually live in the United States of America (by which I mean non-commie states). By the way, it is also interesting to me that NY outlaws body armor. And does not accept the castle doctrine or stand your ground doctrine. And explicitly demands a duty of retreat. So... you cannot carry a gun if you live in much of the state, cannot defend others, cannot protect yourself actively outside the home or passively anywhere (with a vest or armor plate), and if you do defend yourself in your own home, you must prove that you could not have run away first.
