I recently had my rifle apart I removed the fsb and installed a yhm lo pro gas bloek along with a samson 11" rail...
In doing this I had to remove the barrel and reinstall it along with the gas system...
The rifle functions flawless until you cahmber a live round, when you drop the bolt to chamber a round it will stop just shy of being fully chambered you can see a little bit of the bolt head through the ejection port...
Any ideas ?

Thats what I thought...but wouldn't that effect it with no round being chambered as well?

The only thing changed was the FSB/gas block.

unless the resistance from stripping the round and chambering it is just enough to slow it down and bind it

With the upper removed there is no binding what so ever of the bcg/charcing handle/gas tube and key and locking lugs...
When you drop a round by hand into the chamber and push the bcg forward it gets tight and leaves about 1/4 inch sticking out the back of the upper...so I guess you could say it lacks about 1/4" of being in full battery...

Are you riding the bolt forward or releasing it?

Releasing the bolt from the bolt hold open.
If it was not aligned would it still cycle ?
I test fired one round and it cycled the bolt and locked it back.

Wait a minute.

What do you define as flawless?

Pull the charging handle, lock the bolt back, drop the bolt closed, dry fire no issues...
Do the same with a live round and the bolt stops 1/4" from closed...

Do you have a small gap between gas block and barrel step? With the upper removed, you should be able to push the BC into battery and feel any resistance.

Yes I used the the old hand guard ring to gauge the gap.

Any chance the barrel is twisted in the upper?  IE, with the barrel extension not oriented correctly... this can cause issues if the bolt/bolt carrier has to turn during lockup.

The barrel nut may not be perfectly indexed, interfering with the gas tube as it passes by the barrel and into the upper receiver.

I removed the upper and the BCG, I took a round and placed it into the chamber it drops in freely but it gets tight about 3/4 of the way in then it takes pressure to seat it completely into the chamber...

Not being there to see I would say just take it back apart and re do it.  I'm sure you'll see what's wrong if you do it over again.

If you remove the bolt from the BCG and slide just the carrier in, does it go in completely smoothly?

what i normally do is before i bolt or pin down the gas block, i insert the BCG without charging handle to make sure BCG runs in and out of position smoothly.  if gas block is hanging up the bolt at the gas key, you can feel it. you should be able to rotate your gas block slightly to find the best/smooth position (assuming that your barrel nut slot is close to perfectly lined up with the gas tube hole in the upper receiver)

be sure to test the gas flow before you nail it down as well.

 How can it drop in freely if it takes pressure to seat it?

Anyway, clean your chamber with a solvent like Hoppe's and a chamber brush.  Examine your fired brass for any weird marks indicating a possible burr inside the chamber.  

Get a bright flashlight and take a peek in there.

Also, try some different factory ammo.  It's possible, although somewhat unlikely, that whatever you have was sized incorrectly at the factory or on your reloading bench.  

Improperly sized reloads are the only thing that have ever locked up my Stag Model 3.
