I have a question, will a pistol upper fit on a rifle lower, I have no intention of trying it since it violates NFA,I know some of you have SBRs.
I do not have a pistol upper. The reason that I was asking is could a person that has both a rifle and a pistol get into trouble with the law because of it.

Pistol uppers and lowers are exactly the same as rifle uppers and lower.  The only way you can get into trouble is by putting the pistol upper on the rifle lower, making an illegal SBR.  Keep your pistol lower sans stock  and a stock on your rifle and it is impossible to get them mixed up, accidentally anyway.
