I've got a flat top AR I'm building, I plan on putting just a scope on it but don't know which scope rings can bolt directly onto a picatinny rail.  I'm looking for 1" rings if that helps.  I'm a newbie on putting scopes on picatinny rails and could use some pointers.

A lot of the mounts are offset to allow proper eye relief. If mounting directly to the rail it usually takes extra high rings . Hold the scope in place and see where it needs to be to get proper eye relief and go from there.

But what kind of rings have a mount that can clamp directly onto the rail?

LaRue

Maybe?

I think any rings that fit a weaver base, someone else chime in if I'm wrong.

just about every scope ring I've looked are for weaver bases, and it looks like a ring built for weaver bases will not fit on a picatinny rail, can't seem to find picatinny rail based rings.

I believe any of the Weaver style rings will fit the Picatinny rails. But do yourself a favor and get good ones, not the cheap WalMart stuff.

And it's really easy to do a lot worse than LaRue. Even if you don't need the quick release feature.

Looks like you're right about the weaver vs picatinny.  There's one site that said they are not interchangeable but all other sites I looked at says weavers will fit on picatinny.

Go have a look at LaRue Tactical... One of the four major site sponsors here.  They have rings, they have site bases, they have quick detach, they have the VFZ (a more "permanent" style mount).

The LaRue mount may cost some coin, but it is worth it in the long run as they have a lifetime warranty.  Buy one, you'll never need another.

By the way, the quick detach mounts are guaranteed to return to zero... no matter how many times you take them off and back on.

I'd love to get LaRue but it is way outside my budget.

Here's what I'm planning on, good to go or no?

  • Redfield Revolution 3-9x50mm Riflescope - Matte Finish, 4-Plex / Accu-Range Reticle

  • Weaver Gunsmithing Torque Wrench

  • Wheeler Crosshair Alignment Level-Level-Level

  • Burris Xtreme Tactical Picatinny Style Rail 1" Weapon Rings

This total is $340, the scope has lifetime warranty but thats about it, the mount looks pretty solid.

Looks okay. But you don't really need the fancy-schmancy torque wrench or the crosshair levels. Just eyeball the crosshairs from the shooting position you'll most likely be shooting this rig from and tighten the screws. We're only talking a few inch pounds here so they don't need to be bounce-on-the-lugnut-star tight.
