would the Phantom 5.56mm YHM-28A Flash Suppressor make my 14.5 barrel up to the 16" gov standard? i don;t want to buy something and have it permanently mounted if it wouldn't be long enough

Yes, but only as long as it's perm attached.

I use the phantom 5C1 on both my Colt socom barrels ADCO did the permanent attaching..top notch from them.
