I'm having to SLAM my mags into the mag well when my mags are at 28-30 rounds.  Is this a mag , lower receiver, or round count issue?

I'm using magpul mags and standard ol alum mags
And yes my rifle is clean

Is the bolt closed when your having this problem?  If so, then its normal.  The rounds in the topped off mag are pushing against the bolt carrier.

In training you are always told to only install 28 rounds in a 30 round mag. Being hard to install a full mag (30 rounds) in a gun is normal.
For the sake of the mag and the top round do not install more than 28 rounds in a 30 round mag.

Depends. If you always load from the open bolt it doesn't matter. It only matters if you do a 'tactical reload' where you miraculously are able to count the shots during combat, stop firing after the last round is loaded and change mags with a closed bolt, only having to pull the trigger to resume firing. If you're not concerned about the 'tactical reload', always load from the open bolt.
