Is it normal to have a slight amount of rotational play (real slight) with the front hand guard. Looks like my hand guard cap has a very slight amount of rotation (not a delta ring problem).

it's normal, the handguard cap is just pressed on and the only thing keeping the whole assembly from spinning is the gas tube.

Yeah the factory handguards and buttstock on my Colt wobble like Michael J. Fox.
Same with the Colt handguards I put on my BCM.
So, I'd say it's normal.
